I would like to rent a car from Pisa airport late august but my flight arrives at 23:15 at Pisa Airport, is that time possible to pick up the vehicle?

That's ok in late August. Pisa Airport have large opening hours in summer. Basically if the website lets you book it's open.
Make sure you include your flight number when asked to do so, during the online booking process. Is your flight already booked?
